Are bullet vibrators really that powerful?

I just bought my first toy (a bullet vibrator) and out of curiosity I tried it through my clothes. On first setup it was very powerful – almost uncomfortable. To be fair I have only ever masturbated by rubbing my clit through my underwear and have never done any penetration or fingering so I’m wondering if this is just because I’m not used to so much sensation or if a bullet vibrator shouldn’t be a first toy choice.
