Orca Satisfier Problem

Can someone explain how to use the vibrations on this toy? The vacuum part works great but when I turn the vibrations on I can’t feel any vibrations from the vacuum part at all. The manual doesn’t mention this. Is there another part of the toy I should be using? Or is it just my body that isn’t responding? Thanks in advance
