Help finding the right toy

Hey I have a (girlfriend) who is looking for a non-penetrative toy that can be fixed, whenever she wants to play outside she puts the vibrator in her panties and lets me control it remotely but her toy moves once it is wet and she has to readjust it every 10 minutes, is there anything that can be placed better or anything that can help it stay fixed? It has to be non-penetrative so she doesn’t break her hymen.
