On Tuesday, the National Diet created an amended law aimed at curbing the predatory behavior of male host clubs. New legislation prohibits institutions from threatening to force debt to get clients into prostitution or sex industry. It also forbids manipulation of sales strategies, such as telling customers that they will no longer allow them to see their preferred host, or that the host will face penalties such as downgrades unless the customer continues to spend money on drinks and food.

The revised law will come into force within six months of its enactment. Any business that violates these new regulations will receive warnings and instructions to change their policies. Those who do not comply will be threatened by revoking their business license.

Furthermore, operators of gender-related businesses are now prohibited from paying to introduce women to work in their institutions. Violations of this provision could result in up to six months in prison, up to one million yen, or both.

According to the National Police Service, the national consultations with the Male Host Club held 2,776 consultations in 2024. Many of these cases involve women who are forced to engage in sexual work after debt. Japan has more than 1,000 host clubs, about one-third of which are located in Tokyo. In 2024, the malicious practices of these clubs were investigated. This is an increase of 86 from the previous year.

Last July, the NPA formed a panel of experts to investigate these issues, and therefore urged the government to impose stricter sanctions on such institutions.
