Cock Ring Sizing

I’m looking to replace a lost cock ring and have looked at a couple of websites, Primal and King, at their sizing technique and sizes available. I think I’m measuring correctly but out of range for both sites. I guess I’m bigger than “the new average” but definitely not that big. Using paracard behind my testicles while flacid, pulled TIGHT, with the very tip of my finger underneath and comparing to a ruler I’m getting 8.5″ and the same method with slight pressure and no fingertip I’m getting 10.5″. I’ve measured 5 times with the same results. Am I measuring right? What else could be going on?
