Is my toy charged?

So I have this but I can’t tell for sure if I have fully charged it. Some of my toys have a light that flashes when it’s charging and then when it’s solid it says it’s charged. Others have a light that starts out red and then turns green. I bought this a while ago and I had it plugged in for a while and then had to unplug it, I guess before it fully charged because I have a cat that chews on the charging cord so can’t leave it unattended. I plugged it in today and the light stayed red the whole time. So not sure if it’s fully charged. The box says it comes with instructions but I can’t find one and there’s no user manual online so hopefully someone else who has this toy can tell me haha.
